YEPF Formative Evaluation of the Youth Engagement and Progression Framework
The Youth Engagement and Progression Framework (YEPF) aims to reduce the number of young people who are not in education, employment or training (NEET). The Framework has six components, proven to be effective at increasing youth engagement and progression when implemented together as part of a strategy. These are: early identification, better brokerage and coordination of support; stronger tracking and transition of young people; ensuring provision meets the needs of young people; a focus on employability skills and opportunities for employment among young people; and greater accountability. Local authorities (LAs) have been charged with the role of leading implementation of the Framework, working closely with Careers Wales, youth services, schools, training providers to those aged 16 and over and other partners.
The evaluation aimed to assess progress made to implement the Framework and the effectiveness of implementation processes with a view to considering whether the non-statutory guidance is sufficient to achieve the Welsh Government’s ambitions and targets and identifying learning to improve guidance and implementation.

Nod y Fframwaith Ymgysylltu a Datblygu Ieuenctid (YEPF) yw lleihau nifer y bobl ifanc nad ydynt mewn addysg, cyflogaeth na hyfforddiant (NEET). Mae chwe elfen i’r Fframwaith, y profwyd eu bod yn effeithiol wrth gynyddu ymgysylltiad a datblygiad ieuenctid o’u gweithredu gyda’i gilydd yn rhan o strategaeth. Dyma’r elfennau: adnabod yn gynnar, gwell broceriaeth a chydgysylltu cymorth; prosesau olrhain a throsglwyddo cryfach ar gyfer pobl ifanc; sicrhau bod y ddarpariaeth yn bodloni anghenion pobl ifanc; pwyslais ar sgiliau cyflogadwyedd a chyfleoedd ar gyfer cyflogaeth ymhlith pobl ifanc; a mwy o atebolrwydd. Awdurdodau Lleol sy’n gyfrifol am arwain y broses o weithredu’r Fframwaith, gan weithio’n agos gyda Gyrfa Cymru, gwasanaethau ieuenctid, ysgolion, darparwyr hyfforddiant i bobl ifanc 16 oed a hŷn a phartneriaid eraill.
Nod y gwerthusiad oedd asesu’r cynnydd a wnaed wrth weithredu’r Fframwaith ac effeithiolrwydd prosesau gweithredu, gan ystyried a yw’r arweiniad anstatudol yn ddigonol i gyflawni uchelgeisiau a thargedau Llywodraeth Cymru ac amlygu gwersi i’w dysgu er mwyn gwella’r arweiniad a’r broses weithredu.
YEPF Youth Engagement and Progression Framework Implementation Plan
This document is focused on reducing the number of young people aged 11 to 25 who are not engaged in education, employment or training (NEET). All parts of the system from Welsh Government, National Partners, local authorities and providers will need to work together to successfully implement this plan. The plan sets out the different roles and responsibilities of key players and expectations for how each partner will deliver. Partners include senior leaders in local authorities, Careers Wales, the Youth Service and providers (schools, further education (FE) colleges, work-based learning (WBL)).
The Youth engagement and progression framework – Implementation plan has six key elements:
- Identifying young people most at risk of disengagement.
- Better brokerage and coordination of support.
- Stronger tracking and transitions of young people through the system.
- Ensuring provision meets the needs of young people.
- Strengthening employability skills and opportunities for employment.
- Greater accountability for better outcomes for young people.
There are two new offers to young people through the framework.
- The first is the allocation of single point of contact (a lead worker) to the most at-risk young people to help ensure that support is delivered in a joined up and coordinated way and that works to meet their needs.
- The second is the development of a proactive and positive Youth Guarantee that will help to ensure that every young person has access to a suitable place in learning post-16.

Mae’r ddogfen hon ar gyfer pawb sy’n gweithio yn y system addysg a hyfforddiant sy’n cefnogi pobl ifanc i gymryd rhan a gwneud cynnydd mewn addysg a hyfforddiant,
gan gynnwys uwch arweinwyr mewn awdurdodau lleol, Gyrfa Cymru, y Gwasanaeth Ieuenctid a darparwyr (ysgolion, colegau addysg bellach (AB), gwaith-dysgu seiliedig ar waith (DSW)).
Mae’r ddogfen hon yn canolbwyntio ar leihau nifer y bobl ifanc 11 i 25 oed nad ydynt mewn addysg, cyflogaeth na hyfforddiant. Mae’n rhoi crynodeb gweithredol o’r Fframwaith ymgysylltu a datblygu ieuenctid – Cynllun gweithredu. Bydd angen i bob
rhan o’r system gan Lywodraeth Cymru, partneriaid cenedlaethol, yr awdurdodau lleol a darparwyr i weithio gyda’i gilydd i weithredu’r cynllun hwn yn llwyddiannus. Mae’r cynllun yn nodi gwahanol rolau a chyfrifoldebau chwaraewyr allweddol a disgwyliadau ar gyfer sut y bydd pob partner yn cyflawni.
Mae’r Fframwaith ymgysylltu a datblygu ieuenctid – Cynllun gweithredu yn nodi ein dull gweithredu newydd. Mae i’r fframwaith chwe elfen allweddol.
- Nodi pobl ifanc sydd fwyaf tebygol o ymddieithrio.
- Gwell broceriaeth a chydgysylltu o ran cymorth.
- Prosesau tracio a phontio cryfach drwy’r system i bobl ifanc.
- Sicrhau bod y ddarpariaeth yn diwallu anghenion pobl ifanc.
- Atgyfnerthu sgiliau cyflogadwyedd a chyfleoedd i gael cyflogaeth.
- Gwell atebolrwydd i sicrhau gwell deilliannau i bobl ifanc.
Mae dau gynnig newydd i bobl ifanc drwy’r fframwaith.
- Y cyntaf yw penodi un pwynt cyswllt (swyddog arweiniol) ar gyfer y bobl ifanc sydd fwyaf tebygol o ymddieithrio er mwyn helpu i sicrhau y caiff cymorth ei roi mewn ffordd gydgysylltiedig a chydlynol a’i fod yn llwyddo i ddiwallu eu hanghenion.
- Yr ail yw datblygu Gwarant Ieuenctid rhagweithiol a chadarnhaol a fydd yn helpu i sicrhau bod pob person ifanc yn cael mynediad at le addas ym myd dysgu ar ôl 16 oed.
