This report has been commissioned by the Welsh Assembly Government as the first stage of an ongoing process to evaluate the effectiveness of the proposals contained within “Extending Entitlement: supporting young people in Wales.” The research will seek to uncover the answers to four key questions:

• Are all young people in Wales accessing their universal entitlement and if not, which groups of young people are losing out, and why ?
• What are the obstacles that some young people face in terms of leading a full and active life now and in the future, and how can they be overcome?
• Are young people receiving the high quality services that they need, want and deserve and are they equipped with the skills and resources to participate in identifying their needs, services and assessing their effectiveness?
• Are young people receiving the necessary support to access these high quality services?

The New Burdens Working Group (NBWG) was set up on 10th August 2000. Its remit was to attempt to quantify additional levels of financial provision for local government which would improve the present services available to young people in line with the recommendations in the "Extending Entitlement" report.

Wales Youth Agency response to consultation welcomes this significant Welsh Assembly Government document. In recognising the importance of all young people within the wider economic and social agenda of Wales, WYA stresses that community-based non-formal learning must be promoted as having a valid and valued place alongside formal learning and work related vocational learning.

Report of seminar which discussed the implications of the establishing of a Welsh Assembly and how the Youth Service could respond to any challenges faced.

Paper which contends that, in coming to age as a profession, the youth and community work service must turn its corporate mind towards questions of ethics that arise in everyday practice. It needs to get to grips with the creation of a Code of Ethics, or a code of conduct as adopted by other  professions such as psychology, social work, medicine and nursing.
